This project was executed by IKOY on behalf of Manitoba Housing. Suites were constructed at a low cost: only $8,500 each. Working with this budget, the architects employed play with the building’s skin as a site through which to add visual interest, deploying windows in a unique and scattered array, contrasting with the subdued white exterior. Ron Keenberg, of IKOY, describes these windows as “winking” at passersby. A roof court with square wall openings lent further interest and function.
