A large cubic mass, 1315 Notre Dame Avenue is lent aesthetic interest through the use of two types of cladding (buff brick above and glazed brown brick on the lower floor) and ribbon and square windows, rendering more delicate it's imposing form. The northern section of the building, a warehouse space, is covered on its upper storey with metallic sheeting.

At the time of its opening the building was described as such by City Hydro: “Various operating divisions of City Hydro which until recently have been scattered around the city in old, cramped premises, have now been consolidated under one roof in this new $1,200,000 Operating Building. Here, adequate space and modern facilities have been provided for these groups: the General Engineering Division, the Distribution Engineering Division, the Purchasing Division, the Stores Division, the Appliance Service Division, the Meter Division, and the Street Lighting Division. This will permit a greater degree of co-ordination between these divisions as well as their more efficient operation."
