Designed by architects Smith Carter Katelnikoff, the bank was designed on a plaza shared by City Hall.It was designed in a style and with materials sympathetic to and compatible with City Hall.
A simple, square plan was developed for the building with glazed areas set back from the structural steel frame of the building.The structural frame is clad in dark bronze metal panels.The storefront areas are in a bronze anodized aluminum, infilled with bronze tinted glass and bronze painted asbestos cement panels.
