This small school now functions as the Research, Planning and Systems Department Administration Building No. 2 of the Winnipeg School Division. The building was constructed as the Kinsmen School for Retarded Children in 1957, designed by architect Norman Earl Reimer, a 1947 graduate of the University of Manitoba. It was built at a cost of $130,000.

- The building is comprised of two distinct sections: an older, small and simple academic wing and a two-storey wing on the east side
- The west section features a flat roof, end walls of brick and side walls of stucco and windows
- The more substantial east sections is two stories high, square, almost cubic in plan with fully-finished front and back elevations with a modern design of steel frame faced with red brick, and window strips with small painted spandrels above and below
